India’s Higher Education Overhaul: Union Cabinet Approves Viksit Bharat Shiksha Adhikshan Bill

As the Union Cabinet on Friday approved the Viksit Bharat Shiksha Adhikshan Bill, India's higher education system is set for a structural transformation. This is a legislative proposal to streamline regulatory oversight and align it with the goals of the National Education Policy (NEP) 2020.

The focus of the Bill is the creation of a single unified authority for higher education that will replace the current fragmented regulatory framework governed by multiple statutory bodies. These include the University Grants Commission (UGC), the All India Council for Technical Education (AICTE) and the National Council for Teacher Education (NCTE)—institutions that have traditionally overseen different segments of higher education.

Officials said the proposed bill will consolidate regulatory functions, will reduce overlap and will shift oversight from a permission-based approach to one emphasising academic standards, accreditation and learning outcomes. Under the new structure, the powers of regulation, accreditation, academic standard-setting and funding will be handled through distinct verticals within the unified authority to help prevent conflicts of interest inherent in the existing system. However, the disbursal of public funds will continue to be managed by the administrative ministry rather than the regulator itself.

The bill was earlier referred to as the Higher Education Commission of India (HECI) Bill. It reflects a long-standing policy idea that first appeared in draft form in 2018 but did not advance due to concerns about centralisation and institutional autonomy. The NEP 2020 revived the concept and argued that the regulatory landscape had become too fragmented and prescriptive, hindering academic innovation and clarity.

According to experts and supporters, a unified regulator could bring coherence to academic standards, simplify approval processes, and give universities greater freedom to innovate in curricula, pedagogy, and research. However, they also caution that the Bill’s success will depend on its implementation, the design of its governing structures, and how it balances autonomy with accountability.

The exception is that the new regulatory framework will not cover medical and legal education, which will continue to be overseen by their respective statutory councils.

As the bill moves to Parliament, debates are expected on its scope. the transition from existing regulators and the safeguards necessary to uphold institutional autonomy while enhancing quality and transparency in India’s higher education sector.
