• “The policy is not rational; it may have widespread social impact.”

• “There is neither any clear study nor assessment of how many houses will be built under the GLADA project.”

• “If there is water surplus, why is it not being given to other states like Haryana?”

The court sought detailed information from the government:

1. How much land is there on which SIA is not required?

2. Has any environmental plan been assessed?

3. How rational is the claim of water surplus in Punjab?

Punjab Government's stand:

The state government claimed that land pooling is completely voluntary, and 100 acres of land is being taken only with the consent of the landowners. It also said that 1,800 illegal colonies in Ludhiana are spread over about 10,000 acres of land.

Court's sharp reaction:

The court rejected the government's claim of water surplus and said, "Punjab has no water surplus; the government should not make misleading claims."
