The communication highlighted historical principles advocated by Bharatiya Jana Sangh founder Dr Syama Prasad Mookerjee. Officials noted that democratic governance functions more effectively when administrative processes operate directly in native languages.

Under the updated guidelines, state departments will conduct internal file processing and public notifications in Bengali. Communications directed toward federal authorities and other state administrations will utilize Bengali, while federal correspondence will combine Bengali alongside Hindi.

State authorities plan to deploy specialized translation tools and recruit trained personnel before the mandate takes effect. Observers view this transition as a significant step toward bridging the gap between citizens and local governance structures.
